Provincial Government Scholarship China 2025 – Fully Funded

Featured Snippet Answer: The Provincial Government Scholarship is a fully funded award offered by Chinese provincial governments — including Jiangsu, Zhejiang, and Guangdong — covering tuition fees and a monthly living stipend for international students at universities within the sponsoring province.

The Provincial Government Scholarship is one of China's most accessible and region-specific funding opportunities for international students. Offered by powerhouse provinces like Jiangsu, Zhejiang, Guangdong, Shandong, and Hunan, this scholarship supports students at all academic levels — bachelor's, master's, and PhD. If you are a student from Morocco, Africa, Europe, the Middle East, or Asia, this is your gateway to a fully funded education in China.

Overview & Benefits

Unlike the national China Scholarship Council (CSC) award, the Provincial Government Scholarship is administered directly by provincial education authorities and disbursed through host universities. Each province sets its own benefit package, but most programs cover full tuition and provide a monthly stipend ranging from ¥1,500 to ¥3,000 depending on the level of study. This regional approach means more scholarship seats are available across dozens of leading Chinese universities, reducing competition compared to purely national programs.

Students benefit from studying in some of China's most economically dynamic regions. Guangdong borders Hong Kong and is China's export hub; Zhejiang is home to Alibaba and a thriving tech ecosystem; Jiangsu hosts world-class universities like Nanjing University and Southeast University. Studying in these provinces gives international students unmatched exposure to industry, culture, and academic excellence.

Eligibility & Requirements

The Provincial Government Scholarship is merit-based and open to international students of all nationalities. Students from Morocco, Sub-Saharan Africa, Southeast Asia, Central Asia, the Middle East, and Europe are all welcome to apply. Applicants must hold a non-Chinese passport, meet the academic standards of the host university, and maintain good health. Crucially, IELTS is not required, making this scholarship highly accessible to applicants whose primary language is not English. Instruction may be in Chinese or English depending on the program.

Eligibility is verified by the host university within the province, so your first step is selecting an eligible institution. Academic merit, a strong motivation letter, and previous academic transcripts are the core components of a competitive application. Visit moe.gov.cn for official national education guidelines.

Coverage & Funding Details

This is a fully funded scholarship that typically covers: full tuition fees at the host provincial university, a monthly living stipend (amount varies by province and study level), and in many cases on-campus accommodation or a housing allowance. While it may not always include international airfare — unlike the CSC scholarship — the combined tuition and stipend package significantly reduces the cost of studying in China. Application Process & Deadline

Applications are submitted directly through the host university in the chosen province — not through a central portal. The standard deadline is March 30, though some universities may close applications earlier. Prepare your documents: passport copy, academic transcripts, personal statement, recommendation letters, and a physical examination form. Check campuschina.org for university listings and program details. Early preparation is strongly advised, especially for students applying from Morocco, West Africa, or the Middle East where document authentication may take additional time. Explore bachelor, master, and PhD programs to identify the right university.
